What does it actually take to be carbon neutral?

In a recent article, the Star Tribune profiled Copenhagen’s attempts to decrease carbon emissions on a personal and city-wide scale. Their practices are attainable and compelling. For example, Copenhagen’s government has increased the amount of permeable surfaces within city limits. One household has changed their consumption practices to be more sustainable, including the use of sawdust pellets for heating.
